Earlier, the petitioner filed W.P.No.4011 of 2016 before this Court substantially praying for the same relief and the said writ petition was dismissed as withdrawn on 10.03.2017 without there being any condition to file fresh writ petition. Therefore, in the considered opinion of this Court, the present writ petition is not maintainable. However, it is open for the petitioner to take appropriate steps in the earlier writ petition, if he is advised to do so, in accordance with law. The writ petition is accordingly closed. No order as to costs.
