THE HON'BLE SRI JUSTI CE SANJAY KUMAR AND THE HON'BLE SRI JUSTI CE P.KESHAVA RAO WRI T PETI TI ON NO.17286 OF 2019 ORDER: (per SK,J) The petitioner assails the action of Kaloji Narayana Rao University of Health Sciences, Warangal, in not permitting her to participate in certificate verification and counselling for admission into MBBS Course during the academic year 2019-20. The petitioner is seeking admission into MBBS Course in Category A.

The admitted fact is that the petitioner has not even submitted an application online. She therefore did not even participate in the certificate verification which was undertaken in relation to counselling for Category A seats in the first week of July, 2019.

It may be noted that this Court granted interim orders in favour of those candidates who rushed to Court immediately in the first week of July, 2019, if they were left out on the ground that they had not submitted their online applications.

There is no explanation forthcoming as to why there is a delay on the part of the petitioner in at least approaching this Court during that time. At this late stage, when the second phase counselling is being undertaken, it is too late in the day for this Court to direct the respondent University to accommodate the petitioner. The certificate verification which would have to be undertaken if such a direction is given, would require the University to involve the State machinery to verify the Scheduled Caste reservation status claimed by the petitioner, apart from the other reservation categories that she claims protection under. Further, the petitioner herself admits that an attempt was made by her to contact the respondent University as long back as on

08.07.2019 for the purpose of certificate verification, but no explanation is given as to why steps were not taken immediately thereafter to approach this Court.

Be it viewed from any angle, we find that the delay on the part of the petitioner is fatal.

The writ petition is accordingly dismissed on this short ground. 7.

Pending miscellaneous petitions, if any, shall also stand dismissed. No order as to costs.
