Ms.No. 12, (School Education (Ser.ll) Department dated 16-6-2015 is illegal, arbitrary, discriminatory and unconstitutional and consequently hold that the applicant is entitled for awarding Ten (10) points under Special categories (Spouse category) in the ensuing transfer counseling for the purpose of transfer with all consequential benefits.
