Heard learned counsel for the petitioners and learned Government Pleader for Revenue.

In all these writ petitions, the petitioners contend that the agreements of sale entered by the petitioners are not received for registration by the Registering Authority even though a decree is granted in their favour in O.S No.855 of 2000 and Batch in a common judgment rendered on 26.04.2002 by the Court of the II Additional Senior Civil Judge, L.B. Nagar, Ranga Reddy District, and the same is illegal.

The averments in the affidavit itself would show that the decree holders have not applied to the Tahsildar to mutate their names in the revenue records on the respective extents of lands claimed by them in Sy.No.59, Kondapur Village, Sherlingampally Mandal, Ranga Rddy District. As required under Section 6 D of the Andhra Pradesh Rights in Lands and Pattedar Passbooks Act, 1971 (for short "Act 1971"), the person who intends to register a document concerning agricultural land, he must produce the pattadar passbook and the title deed in his favour on the subject land and unless and until such document is produced, the Registering Authority cannot entertain the document. Apparently, so far the names of the petitioners are not mutated in the revenue records. Therefore, pattadar passbooks are not
issued to them. It is not known as to why the petitioners kept quiet even though the decree was granted in their favour, as claimed by them which has become final, on 26.04.2002. Unless the names of petitioners are mutated in the revenue records, they cannot indulge in any transaction and present the documents for registration before the Registering Authority. Thus, the reliefs sought for in the writ petitions cannot be granted.
4. The writ petitions are accordingly dismissed. However, it is open to the petitioners to work out their remedies to seek enforcement of the decree said to have been granted in their favour and which has become final.
