This writ petition is filed seeking a writ of Mandamus to call for the records pertaining to Notification No.2 of 2015 issued by the respondents. A consequential direction is sought to appoint the petitioner as Junior Assistant either under O.C. category or under O.B.C., quota duly taking into consideration the merit obtained by the petitioner without reference to physical deformity of being suffered by the petitioner in respect of his two fingers of the right hand.
Heard Sri J.Sudheer, learned counsel for the petitioner and Sri J.Srinivasa Rao, learned counsel for the respondent-Corporation. It is the case of the petitioner that he is employed as a Multi Tasking Staff in the Postal Department and while he was working, he had responded to a Notification No.2 of 2015 issued by the respondent-Corporation for recruitment to the post of Junior Assistant and the petitioner was subjected to regular selection process and after undergoing regular selection process, the petitioner was selected provisionally and appointed as a Junior Assistant vide proceedings dated 10.4.2016 and the petitioner was asked to complete pre-appointment formalities like medical examination and other formalities. The petitioner was subjected to medical examination by the Medical Team of the Corporation on 21.4.2016 and in the said medical examination, the petitioner was declared unfit for being appointed to the post of Junior Assistant on the ground that petitioner is suffering from congenital gigantic
