Learned counsel for the petitioner seeks permission to withdraw the Writ Petition with liberty to file fresh writ petition and he also filed a letter, dated 31.10.2016, before the Registry to that effect. Permission as sought for is accorded.

Accordingly, the Writ Petition is dismissed as withdrawn with liberty to avail all the remedies available under law. There shall be no order as to costs. Miscellaneous petitions, if any, pending in this writ petition shall stand closed.
