ORDER

This Writ Petition is being disposed of at the admission stage with the consent of both the parties.

This Writ Petition, under Article 226 of the Constitution of India, is filed seeking to declare the action of the respondents in not regularizing the services of the petitioner as Assistant Engineer (Civil) as per G.O.Rt.No.121, dated 09.03.2018, in spite of the proposal sent by the 3rd respondent to the 2nd respondent vide proceedings R.C.No.A1/2601/2018, dated 02.11.2020, as arbitrary and illegal and consequently, direct the respondents to consider the case of the petitioner for regularization as Assistant Engineer (Civil) in the terms of the aforesaid G.O.Rt.No.121, dated 09.03.2018. 3.

Heard Sri Dasari Vijay Kumar, learned counsel appearing for the petitioner, learned Government Pleader for Endowments, appearing for the 2nd respondent and Sri K.G.Jagan Mohan Reddy, learned Standing Counsel appearing for the 3rd respondent. 4.

It has been contended by the petitioner that he is working as Assistant Engineer (Civil) with the 3rd respondent Devastanam since 2005 on consolidated pay. The grievance of the petitioner is that though he has rendered more than 15 years of service in the 3rd respondent Devastanam, the services of the petitioner were not regularized. However, the respondents have issued G.O.Rt.No.121, dated 09.03.2018, providing grant-in-aid to the employees working on contract/consolidated/NMR bases in charitable and Hindu religious institutions and endowments. The petitioner further

contended that pursuant to the said G.O., the 3rd respondent has addressed a letter to the 2nd respondent vide proceedings, dated 02.11.2020 recommending the case of the petitioner for regularization. But, so far, the 2nd respondent has not passed any orders on the proposal submitted by the 3rd respondent. Therefore, learned counsel for the petitioner would submit that appropriate be passed in this Writ Petition directing the 2nd respondent to consider the proposal submitted by the 3rd respondent vide proceedings, dated 02.11.2020, and pass appropriate orders in accordance with law. 5.

Learned Government Pleader as well as learned Standing Counsel appearing for the respondents would submit that since the proposals submitted by the 3rd respondent are pending with the 2nd respondent, the 2nd respondent would consider the same and pass appropriate orders in accordance with law.

This Court, having considered the rival submissions made by learned counsel for respective parties, is of the considered view that this Writ Petition can be disposed of directing the 2nd respondent to consider the proposals submitted by the 3rd respondent vide proceedings, dated 02.11.2020, and pass appropriate orders within a reasonable period of time, preferably within a period of two (2) months from the date of receipt of a copy of this order. 7.

With these observations, the Writ Petition is disposed of. No costs.
