HON'BLE THE ACTING CHIEF JUSTICE RAMESH RANGANATHAN Writ Petition Nos.14351 and 21840 of 2010 COMMON ORDER:
Neither is Sri K.Ramesh Babu, learned counsel for the petitioners, present nor is there any representation on his behalf. The relief sought for in these Writ Petitions is to issue a writ of mandamus directing the respondents forthwith to make an upward revision of the tuition fee collectable by members of the petitioners from the academic year 2010-2011 onwards; to fix the same in the same proportion as was done in the cases of private polytechnic and engineering colleges, B.Ed, Nursing, Para-medical, M.B.A, M.C.A etc. i.e for a minimum of Rs.14,000/- per annum; to provide payment seats in the State; and to direct the respondents to constitute a committee, and revise the tuition fee every two years under the control and supervision of the A.P. State Council for High Education on par with all private educational institutions.
The petitioners seek a direction to the respondents to revise and enhance the tuition fee as was done in the cases of private polytechnic and engineering colleges etc. The quantum of fees to be fixed for students, who undergo their Industrial Training Centre course, are all matters for the Government to decide. In the counter-affidavit it is stated that a representation was submitted by the petitioners, to the Principal Secretary to the Government, for enhancement of the tuition fee; and the Regional Deputy Directors in the State were requested to send their recommendation.
As the petitioners have already approached the concerned officials in this regard, and have submitted a representation, I have
no reason to doubt that the respondents shall give the said representation its due consideration. Suffice it to make it clear that this order shall not disable the respondents from considering the request of the petitioners, for enhancement of the tuition fee, in accordance with law.
Both the Writ Petitions are, accordingly, disposed of. The miscellaneous petitions pending, if any, shall also stand disposed of. There shall be no order as to costs.
