THE HONOURABLE SRI JUSTICE RAJA ELANGO WRIT PETITION No.8519 OF 2009 ORDER:

This Writ Petition is filed under Article 226 of the Constitution of India seeking the following relief:- "to issue an appropriate writ order or direction more particularly a writ of mandamus calling for the entire records pertaining to the selection of the respondents No.3 and 4 for Madduri Annapurnaiah Award for the year 2006 and 2007 and to declare their selection as arbitrary, illegal, unreasonable, violative of advertisement dt.7.12.2008 and contrary to the provisions of the Article 14 of the Constitution of India and to set aside G.O.Rt.No.710 General Admn.(I & PR.II) Department dt.9.2.2009 to the extent of selection of respondent Nos.3 and 4 for Madduri Annapurnaiah Award for the year 2006 and 2007 respectively and to further direct respondent Nos.1 and 2 to assess the interse merit of the entries received for Madduri Annapurnaiah Award for the year 2006 and 2007 including that of the petitioner as per the rules and regulations and to grant the award based on the selection."

The main grievance of the petitioner is that though he was better qualified among all the applicants for being selected to "Madduri Annapurnaiah Award" for the years 2006 and 2007, he was not selected for the said Award and in turn, respondents No.3 and 4, who have not even applied for the said Award, were selected, which is contrary to the rules and regulations. 3.

Heard and perused the material available on record. 4.

The said award pertains to the years 2006 and 2007. As the combined State of Andhra Pradesh was bifurcated, Adsah Urdu

Daily Newspaper, in which the petitioner is working as Journalist, is circulated only within the state of Telangana. Learned counsel for the petitioner informed that the petitioner will apply for the award in future and hence, prays to give a direction to respondent No.1 to consider his application in future.

Recording the said submission, this Writ Petition is disposed of directing respondent No.1 to consider the application of the petitioner whenever he makes an application, in accordance with the norms formed by it. There shall be no order as to costs. 6.

Miscellaneous Petitions pending, if any, in this Writ Petition shall stand closed.
