Heard learned counsel for petitioner and learned Government Pleader appearing for respondents.

Though the petitioner challenges Charge Memo dated 12.12.2017, learned counsel for petitioner has not disputed the fact that the District Collector is the competent authority to initiate disciplinary proceedings.

Primarily, as stated by the learned counsel for petitioner, the grievance is, on account of charge memo issued on 12.12.2017, petitioner's promotion to the post of Grade-I Panchayat Officer is not being considered. As per the Government policy, once charge memo is issued and enquiry is contemplated, the employee is not granted promotion.

Learned counsel for petitioner requests to dispose of the writ petition by directing the Respondents to complete the enquiry within a fixed time frame. Learned Government Pleader submits that four months time is required for concluding disciplinary proceedings. 5.
Taking note of the same, the writ petition is disposed of, directing the disciplinary authority to conclude the disciplinary proceedings against the petitioner and pass final orders as expeditiously as possible, preferably within a period of four months from the date of receipt of a copy of this order.
