Heard learned counsel for petitioner, learned Government Pleader for Education, learned Government Pleader for Social Welfare and Sri D. Balakishan Rao, learned Standing counsel for Telangana State Public Service Commission.

Petitioner claims to be working as teacher, participated in the selections conducted to the post of Principal in various institutions in pursuant to the recruitment Notification No.29/2017 dated 02.06.2017. After the written examination, during verification of certificates of the short listed candidates for conducting further selection, petitioner was found not having the requisite qualifications. Therefore, petitioner's candidature was rejected. Earlier W.P.No.5672 of 2019 & batch was filed by similarly situated persons. The said writ petitions were disposed of, directing consideration of eligibility of the petitioners therein and to pass reasoned order. By Memo dated 22.07.2019, impugned in this writ petition, the request of petitioner is rejected holding that petitioner is not qualified and therefore, not eligible for the post of Principal.

According to learned counsel for the petitioner, petitioner worked as teacher in High School for three years and later worked as Degree College Guest lecturer for two years. Therefore, she has requisite teaching experience, as prescribed in the recruitment notification.

According to the notification the experience required to become a Principal is a person must have a total experience of eight years which includes five years as Post Graduate Teacher/Junior Lecturer in Government/aided/Government recognized high school/Junior College and three years of administrative experience as Head Master/Principal. 5.

Thus, a person must have five years of teaching experience as Post Graduate Teacher, or as Junior Lecturer whereas, petitioner was neither a Post Graduate Teacher nor was a junior Lecturer. Therefore, petitioner does not have the eligibility to compete to the post of Principal. Thus, rejection of application of petitioner cannot be faulted. No case is made out for interference with the decision made.

Writ Petition is accordingly dismissed.
