O R D E R

The grievance of the petitioner is with regard to the maintenance of a rowdy sheet in his name on the file of West Police Station, Tirupati, Chittoor District.

As per the written instructions dated 21.07.2015 furnished by the Sub-Divisional Police Officer, Tirupati West, to the office of the learned Government Pleader for Home, the petitioner was involved in three crimes of which two are still pending and on the basis of such involvement, a rowdy sheet was opened in his name on 08.11.2011. The rowdy sheet was stated to have been extended up to 31.12.2015. The Sub-Divisional Police Officer however admitted that at present no fresh cases have been registered against the petitioner but in the light of his past record, the rowdy sheet was being maintained. He further stated that it was open to the petitioner to make an application before the competent authority to close the rowdy sheet and the same would be considered in accordance with law.

In that view of the matter, the writ petition is disposed of permitting the petitioner to make a representation to the Sub-Divisional Police Officer, Tirupati West, the third respondent, seeking closure of the rowdy sheet being maintained in his name on the file of the West Police Station, Tirupati, Chittoor District. The third respondent shall consider such application, if filed, in accordance with the relevant standing orders and the law laid down by this Court in KAMMA BAPUJI V/s. STATION HOUSE OFFICER, BRAHMASAMUDRAM[1] and PUTTAGUNTA PASI V/s. COMISSIONER OF POLICE, VIJAYAWADA[2], and take appropriate action in the matter. This exercise shall be completed expeditiously and in any event, not later than two weeks from the date of receipt of the representation of the petitioner. In the event an adverse

order is passed against the petitioner, the reasons therefor shall be recorded and communicated to the petitioner.

Pending miscellaneous petitions shall stand closed in the light of this final order. No order as to costs.
