Heard learned counsel for the petitioner, learned standing counsel for TSPSC for Respondent No.1, Sri N. Bhoopal Reddy for respondent No.2, learned Government Pleader for Social Welfare for respondent No.3 and learned Government Pleader for Education for respondent No.4.

Petitioner participated in the selections conducted by TSPSC to the post of Principal in various Residential Educational Institutional Societies pursuant to the Notification No.29 of 2017, dated 02.06.2017. After written examination, at the time of short-listing the candidates for subjecting them to further selection in the ratio of 1:2, TSPSC verified the eligibility of the petitioner and having found that she does not satisfy the requirement of experience, her candidature was not considered. Pursuant to the orders passed by this Court in batch of writ petition, petitioner was also informed by Memo dated 19.08.2019 as to why she was not qualified. According to the proceedings of TSPSC, petitioner does not have three years administrative experience as Head Master or Principal, as the case may be, and therefore she is not qualified.

According to the recruitment notification, in addition to the educational qualifications, candidate is also required to have eight years teaching experience, which includes five years as Post Graduate Teacher of a school or a Junior Lecturer of a Junior College and three years administrative experience as Head
Master/Principal. Thus, unless a person has five years experience as Post Graduate Teacher of a school or a Junior Lecturer of a Junior College and three years administrative experience, he/she is not qualified to compete.

According to the certificate issued by the Junior College relied on by the petitioner, the certificate was issued by the Principal stating that she worked as Junior Lecturer in English and Administrator from 01.06.2008 to 30.04.2016. The fact that certificate was issued by the Principal, New Kakatiya Junior College, Nizamabad, would show that there was a Principal to that college. The Principal is the Administrative Head of the College and obviously the petitioner was not working as Principal. There cannot be a post of Administrator. Even assuming that there was such a post in the College, as the petitioner was not the Principal in the College, which is the requirement of the notification, the alleged experience gained by her cannot be treated as the requisite qualification or experience as required by the notification to make the petitioner eligible.

Having regard to the same, I do not see any error in rejecting the candidature of the petitioner to the post of Principal. The writ petition is accordingly dismissed. Pending miscellaneous petitions, if any, shall stand closed.
