When the matter is taken up, a request is made by the learned counsel for the petitioner to withdraw the writ petition with a liberty to question the impugned action in a proper form.

Permission is accorded and the writ petition is dismissed as withdrawn with a liberty to file writ petition afresh in a proper form. As a sequel, the miscellaneous petitions, if any, shall stand disposed of. There shall be no order as to costs.
