This Writ Petition is filed for the following relief: " ... to issue a writ order or direction more particularly one in the nature of writ of Mandamus declare the in action of the Respondent No 2 to 4 in considering the representation dated 17.06.2019 of the petitioner herein for issue of New Pattedar Pass Book in respect of Agricultural land bearing Sy. No. 19 / 1 to an extent of Ac 2-00 gts situated at Murkunjal Village of Kangti Mandal, Sangareddy, as illegal, arbitrary and unconstitutional being volatile of Articles 14, 19 and 300A of the Constitution of India and consequently thereto direct the Respondent No.3 to issue a New Pattedar Pass Book in respect of the above said Agricultural land to the petitioner herein and pass ... " Heard the learned counsel for the petitioner, and the learned Government Pleader for Revenue.

Learned counsel for the petitioner submits that the petitioner made a representation on 17.06.2019 stating that he was assigned the land in an extent of Ac.2-00 guntas in Survey No.19/ 1 of Mukunjal village of Kangti Mandal, Sangareddy District, a long time ago, and that he was also issued title deed and pattadar Passbook vide Patta No.152 , Book No.Y-9058, dated 19.05.1994, and since the date of assignment he is in possession and enjoyment of the land. However, due to drought, he went to Hyderabad about two years ago in search of livelihood, and due to lack of knowledge, he was not present in the village at the time of issuing ePassbook (Digital passbook), and soon after he came to know that ePassbooks are being issued, he approached the revenue authorities by way of making a representation dated 17.06.2019, however, the authorities have not issued e-Passbook to him till date. Therefore, the petitioner prays to direct the authorities to consider his representation and issue ePassbook.

The grievance of the petitioner being limited to non-consideration of his representation dated 17.06.2019 by the 4th respondent-Tahsildar, for the purpose of issuing e-Passbook, there shall be a direction to the 4th respondent to take necessary action on the representation dated 17.06.2019 submitted by the petitioner, in accordance with law, within a period of eight weeks from the date of receipt of a copy of this order, and communicate the same to the petitioner.
