Since the issue involved in these Writ Petitions is common, they are clubbed together and are being disposed by this common order.

The petitioners assert that they purchased various extents of land in Survey Nos.97/8/E-1 and 97/8/E2 of Rangapet Village, Bellampally Mandal, Mancherial District, through registered sale deeds; that mutation was effected in the revenue records and pattadar pass books were issued in their favour and that in the light of the Scheme of the Government to issue e-title pass books, they approached the respondent authorities by filing applications dated 06.06.2019 and 22.08.2019 therefor, but the respondent authorities have not taken action. Hence, they filed these Writ Petitions. Heard learned counsel for the petitioners.

On instructions, learned Assistant Government Pleader for Revenue appearing for the respondents submits that the extent of the land claimed by the petitioners is much more than the extent of the land, which their vendors possess, as such, the applications of the petitioners are kept pending and necessary action would be taken in accordance with law.

There is no dispute that entitlement for grant of e-title pass books is governed by the Circular, dated 09.09.2017, and there

being duty cast on respondent No.4-Tahsildar, Bellampally Mandal, to take necessary steps, he ought to have sought clarification from the petitioners, if necessary. However, what is being complained by the petitioners is inaction of respondent No.4 in driving the petitioners to approach this Court.

In those circumstances, the Writ Petitions are disposed of with the direction to respondent No.4 to process the applications of the petitioners as per the procedure governed in Circular, dated 09.09.2017, and keeping in view the fact that they were issued pattadar pass books, and take necessary steps in this regard within a period of six weeks from the date of receipt of a copy of this order. If any clarification is needed, respondent No.4 shall issue notice to the petitioners therefor.
