ORDER :

On 10.5.2019, 1st respondent-Commissioner and Director of Agriculture issued Memo, notifying the provisional inter se seniority list of Agriculture Officers revised as a consequent to the relaxation of Rule 16(h) and 17(b) of Telangana State and Subordinate Service Rules, 1996, calling for objections and petitioner filed objections on 13.6.2019.

According to the petitioner, his name was wrongly shown at Serial No.47, whereas he is entitled to occupy the place at Serial No.20 and it is not known as to how the persons who came to be appointed after petitioner's appointment are shown above him. The objections of the petitioner are yet to be considered and a decision has to be taken for approving the provisional seniority list and it is the apprehension of the petitioner that without considering his objections, the respondents are taking up promotions, hence this writ petition.

The issue is at the stage of finalization of seniority list as a consequent to relaxation of Rule 16(h) and 17(b) of the Rules, therefore this Court is not inclined to entertain the writ petition at this stage. Since objections are already received, it is for the respondents to consider the objections and take appropriate decision as warranted by law and if the petitioner is aggrieved by finalization of seniority list that may be furnished to him or any promotions made ignoring the petitioner, petitioner has to work out his remedies as available to him under law.
