ORDER :

The petitioner is working as Field Assistant in Koyiladinne village, Vaddepally mandal under the Mahatma Gandhi National Rural Employment Guarantee Scheme. Vide proceedings dated 4.9.2019, petitioner is placed under suspension and a show cause notice was issued, calling upon the petitioner to submit explanation on the allegations made thereunder. On 9.9.2019, petitioner filed his explanation. However, without waiting for the final orders to be passed by the competent authority, the present writ petition is instituted.

It is not the case of the petitioner that the District Rural Development Officer is not competent to initiate disciplinary proceedings against him. A perusal of the proceedings dated 4.9.2019 would show that the petitioner has failed to reach the targets assigned to him under the Telangana Harita Haaram program and failed to discharge his duties properly. Therefore, it cannot be said that there is no application of mind by the competent authority. 3.

Having heard and perused the material available on record, this Court is not inclined to entertain the writ petition. Accordingly, the writ petition is dismissed. However, since the petitioner already filed his explanation, the 2nd respondent shall pass final orders within a period of four weeks from the date of receipt of a copy of this order, notwithstanding the dismissal of the writ petition.
