Heard learned counsel for the petitioner, learned Government Pleader for Sports for respondent No.1, learned Government Pleader for Finance and Planning for respondent No.2 and Sri D. Pochaiah, learned standing counsel for Sports Authority for respondent No.3.

Petitioner claims that he was appointed as a Coach by then Andhra Pradesh Government on contract basis in the year 2009 and since then he has been working in the said capacity. According to petitioner, he is getting meager salary and that too minimum basic pay without allowances even though the Coaches appointed in the years 1993 and 1999 batch are getting higher allowances and the same is arbitrary and discriminatory. Petitioner contends that he is entitled to avail the benefit of G.O.Ms.No.3, dated 12.01.2011. In fact, the Principal Secretary, Finance Department, also resolved to extend the benefit of G.O.Ms.No.3, dated 12.01.2011, to the Coaches appointed in the years 1993 and 1999, but the same is not extended to the petitioner.

Reasons for not extending the benefit to the petitioner are not known. However, having regard to the fact that petitioner along with others submitted representations on 23.06.2017 and 22.09.2017, which stated to be not disposed of, though acknowledged, the Writ Petition is disposed of, without expressing any opinion on the merits of the case, directing the 3rd respondent

to examine the claim of the petitioner having regard to the earlier decision taken by the Principal Secretary, Finance Department, and pass appropriate orders as warranted by law within a period of four weeks from the date of receipt of a copy of this order.
