Learned counsel for the petitioner seeks permission of this Court to withdraw the writ petition with a liberty to apply for fresh Passport in terms of the Circular dated 22.09.2016. Permission is accorded.

Accordingly, the writ petition is dismissed as withdrawn giving liberty to the petitioner to apply for fresh Passport in terms of the Circular dated 22.09.2016. However, it is needless to say that the respondent authorities shall consider the same and pass appropriate orders in accordance with law. There shall be no order as to costs. Pending miscellaneous applications, if any, shall stand closed in consequence.
