ORDER
This writ petition is filed for the following relief: "...to issue an appropriate writ, order or direction more particularly one in the nature of Writ of Mandamus declaring the proceedings in L.Dis.No.G3/1202/2000, dated 27.04.2001 of the 1st respondent Director of Intermediate Education, A.P. Hyderabad, as contrary to law, arbitrary and against the principles of natural justice and consequently direct the respondents to regularize petitioner services as Watchman of 3rd respondent S.K.V.R. Women's Junior College, Chilakaluripet, Guntur District, and to pass such other order or orders as this Hon'ble Court may deem fit and proper in the circumstances of the case." Heard Sri Posani Venkateswarlu, learned counsel appearing for the petitioner, learned Government Pleader for Higher Education appearing for respondents 1 and 2 and Sri T.
Balaji, learned counsel appearing for respondent No.3. Initially, the petitioner was appointed as Record Assistant in the 3rd respondent-College on 1.3.1993. His grievance is that though he has been continuing in the said post since 1.3.1993, the respondents are not considering his case for regularization.
Learned counsel appearing for the 3rd respondent contends that the 3rd respondent is not the competent authority to regularize the services of the petitioner and it is
for 1st and 2nd respondents to regularize the services of the petitioner.
In view of the above, this Court is of the considered view that ends of justice would be met if a direction is given to the 3rd respondent to submit proposals to 1st and 2nd respondents. If the petitioner is continuing in service, then the 3rd respondent shall submit proposals seeking regularization of the services of the petitioner to the competent authority i.e., 1st and 2nd respondents, within a period of two weeks from the date of receipt of a copy of this order. On receipt of such proposals from the 3rd respondent, 1st and 2nd respondents shall consider the same and pass appropriate orders within a period of four weeks thereafter, in accordance with law. Accordingly, the Writ Petition is disposed of. No costs. Miscellaneous petitions, if any, pending shall stand closed.
