Heard learned counsel for the petitioner, learned Government Pleader for Social Welfare for 1st respondent, Sri D. Balakishan Rao, learned Standing counsel for 2nd respondent, Sri N.Bhupal Reddy, learned Standing counsel for respondents 3 to 6 and Sri Abu Akram learned Standing counsel for 7th respondent. 2.
Petitioner participated in the selections conducted in pursuant to the recruitment Notification No.29 of 2017 dated 02.06.2017 for the post of Principal in the schools run by various residential educational societies. On verification of eligibility, petitioner was denied from participation in further selection process. Vide Memo dated 16.08.2019 petitioner was informed that she does not have teaching experience as required by the recruitment notification, therefore, not eligible for further selection process. This order is under challenge in this writ petition. 3.
According to learned counsel for the petitioner, earlier petitioner worked as Secondary Grade Teacher. In the year 2014, she was selected as Post Graduate Teacher and worked in that position between 2014 and 2016. After 2016, she went back to the post of Secondary Grade Teacher and has been working as Secondary Grade Teacher. Petitioner possessed Post Graduation qualification and other educational qualifications as required by the recruitment notification. While working as Secondary Grade Teacher, petitioner was also undertaking part time job as Junior Lecturer on voluntary basis by imparting education to needy people after the school hours between 2012 and 2017. Petitioner
therefore, seeks computation of this service also as qualifying service. The said request was rejected by the order impugned. 4.
Paragraph No.4 of the recruitment notification prescribes Educational Qualifications as well as Experience. According to column 'B' in the table appended to Paragraph No.4, a person must have teaching experience of eight years, including not less than five years as Post Graduate Teacher in a High School or Junior Lecturer in a Junior College and three years of administrative experience as Head Master of High School or Principal of Junior College. Thus, a person must have teaching experience as Post Graduate Teacher or a Junior Lecturer as the case may be. Admittedly, petitioner was a Post Graduate Teacher only for about two years.
While working as Secondary Grade teacher in substantive capacity, petitioner claimed to have undertaken teaching assignment voluntarily to impart education to needy people after the school hours and petitioner seeks to compute this experience towards the teaching experience as prescribed in Paragraph No.4 of the recruitment notification. The notification does not recognize part time service rendered, but in few cases, this Court passed interim orders to compute part time service also. In the instant case, petitioner was not doing part time assignment on substantive basis, but was undertaking part time teaching to the college students voluntarily after the school hours, whereas the substantive post held by her is Secondary Grade Teacher and she has to be seen as only Secondary Grade Teacher while assessing the experience.

Having regard to the above observations, the Writ Petition is dismissed. Pending miscellaneous petitions, if any, shall stand closed.
