The petitioner is a Field Assistant. He challenges the order dated 04.01.2017, whereby he was placed under suspension and was asked to submit explanation.

Learned counsel for the petitioner submits that suspension is wholly unwarranted and due to local political rivalry, disciplinary proceedings were initiated against him and there is no truth in the allegations. He further submits that even though explanation is submitted, there is no progress in the issue. 3.

A bare perusal of the proceedings under challenge would show that the allegations made against the petitioner, if proved, warrant serious disciplinary action. Therefore, at this stage, this Court is not inclined to express any opinion on the merits of the case and interfere with the suspension order. However, as per Clause 13 of the Circular relating to the Field Assistants Human Resource Policy, dated 08.01.2013, disciplinary proceedings should be completed within 30 days, but there is no progress in the present case since almost two months. I therefore deem it proper to direct the respondents to complete the proceedings and finalise the issue on the allegations levelled against the petitioner within a period of three weeks from the date of receipt of a copy of this order.

The Writ Petition is accordingly disposed of. There shall be no order as to costs.

Miscellaneous Petitions, if any, pending in this Writ Petition shall stand closed.
