Heard learned counsel for the petitioner, Sri D. Balakishan Rao, learned Standing counsel for respondents 1 and 2 and learned Government Pleader for Education for respondents 3 and 4.

Petitioner participated in the selections conducted in pursuant to the recruitment Notification No.29 of 2017 dated 02.06.2017 for the post of Principal in the schools run by various residential educational societies. On verification of eligibility, petitioner was denied from participation in further selection process. The candidature of petitioner was rejected vide rejection list dated 14.03.2019 informing her that she does not have teaching experience as required by the recruitment notification, therefore, not eligible for further selection process. This order is under challenge in this writ petition.

According to petitioner she possessed M.Sc., in the year 2005 and Bachelor of Education in June, 2008. She worked as Headmistress from 18.06.2008 to 24.06.2011 and as Junior Lecturer from 30.06.2011 to 01.06.2017. Therefore, she is fully qualified for selection.

However, petitioner was not allowed to participate in further selection process on the ground that the experience gained by her in Ekashila College of Education, Jangaon, is not considered and
- 3 - excluded the service rendered by her in the said college. Therefore, Petitioner does not have the requisite teaching experience. 5.
It is not in dispute that Ekashila College of Education imparts education leading to awarding of Bachelor Degree in Education and is of degree standard. Thus, petitioner was teaching to the degree college students. The recruitment notification is very clear. It requires a candidate who has teaching experience as Post Graduate teacher in High School or the Junior Lecturer in a Junior College. Therefore, the lecturers teaching to the degree college students in Degree College are not eligible for computation of service towards experience.

Learned counsel for the petitioner sought to contend that the teaching experience gained by petitioner in Degree College is being higher, it should have been considered as sufficient experience. I can not appreciate the said contention.

Having regard to the specific requirement as mentioned in the recruitment notification and the same is not under challenge, I do not see any merit in the contentions and the writ petition is liable to be dismissed.

Accordingly, the Writ Petition is dismissed.
