Heard learned counsel for the petitioner and learned Government Pleader for respondents.

Petitioner alleges that she has presented a deed of gift before the Joint Sub-Registrar-1-3rd respondent after paying requisite stamp duty. The 3rd respondent received the document, but later returned the document without assigning reasons. 3.
Learned counsel for the petitioner pointed out the seal of 3rd respondent at Page Nos.10 and 12 which is a gift deed. 4.
If that is so, the action of the 3rd respondent without assigning reasons in returning the document is ex-facie illegal. 5.
However, without expressing any opinion on merits, the Writ Petition is disposed of granting liberty to the petitioner to present the document before the 3rd respondent within one week from the date of receipt of copy of this order and after the document is presented, the 3rd respondent shall receive and process the document for registration. If the 3rd respondent is not inclined to accept the document for registration he shall assign reasons in support of the decision and communicate the same to the petitioner. Pending miscellaneous petitions, if any, shall stand closed.
