ORDER

This writ petition is filed seeking to issue a Writ of Mandamus declaring the inaction on the part of the respondents in regularizing the services of the petitioner as a Lecturer in Zoology in the 3rd respondent-College, as arbitrary, illegal and consequently to direct the respondents to regularize the services of the petitioner as Lecturer in Zoology with all consequential benefits.

Heard Sri Venkata Rangadas Kanuri, learned counsel appearing for the petitioner and learned Government Pleader for Higher Education appearing for respondents 1 and 2. It is the case of the petitioner that he was appointed as Lecturer on 17.07.1995 in the 3rd respondent-College on ad-hoc basis. Initially, he was appointed against the leave vacancy and thereafter, continued as Lecturer in Zoology. Thereafter, he submitted a representation on 5.3.2002 to the 3rd respondent-College to regularize his services. But, so far no orders have been passed thereon. Hence, the present writ petition.

Learned Government Pleader appearing for the respondents submits that the competent authority has not received any proposals from the 3rd respondent-College.

Having regard to the facts and circumstances of the case, this Court is of the considered view that ends of justice would be met if the writ petition is disposed of directing the 3rd respondent to consider the case of the petitioner, if he is working as Lecturer in Zoology, as of now, and is qualified and eligible for regularization, and submit proposals to respondents 1 and 2.

Accordingly, the Writ Petition is disposed of directing the 3rd respondent to consider the case of the petitioner, if he is working as Lecturer in Zoology, as of now, and is qualified and eligible for regularization, and submit proposals to respondents 1 and 2, within a period of two weeks from the date of receipt of a copy of this order and on receipt of such representation, respondents 1 and 2 shall consider the same and pass appropriate orders within a period of four weeks thereafter. No costs.

Miscellaneous petitions, if any, pending shall stand closed.
