Learned Advocate General for the State of Andhra Pradesh has filed a counter-affidavit sworn by the Chief Secretary to Government of Andhra Pradesh which states that in implementation of the directions of this Court
appropriate steps have been taken and a Circular Memo No.1655/SB/2015-1, dated 5.2.2015 was issued by the Government directing all the departments of Secretariat to issue instructions to the Heads of the Departments under their control to implement the Government Order scrupulously and remove the Air Conditioner facility being availed by the ineligible officers under their control. The counter-affidavit also states that about Air conditioners were disconnected in the secretariat. Similar to the stand taken by the Government of Andhra Pradesh, the State of Telangana also submitted on the last occasion itself that the Chief Secretary to Government of Telangana has also issued a Circular Memo No. 1289/SB/A1/2014, dated 21.10.2014 directing disconnection of Air Conditioners to ineligible officers and similar directions were also given to all the Heads of Departments to take appropriate action against those who are unauthorizedly using Air Conditioner facilities without eligibility and penal action would be taken against them for such unauthorized usage.
In implementation of the directions aforesaid, it is open for the State Governments to take such effective steps as they deem it appropriate in future.
In view of the aforesaid circulars issued by the
respective State Governments, in our view, the order of this Court stands substantially complied with. Hence no order further orders are necessary in this contempt case which is accordingly dismissed.
Miscellaneous applications, if any, shall stand closed. No order as to costs.
