No. 87 of 2009 and batch dated 23.6.2016, whereby the judgment in W.P. No. 14921 of 1999 and batch dated 22.9.2008, was set aside and the matter was remanded to the learned Single Judge to hear the matter afresh and in accordance with law.

Following the judgment in W.A. No. 87 of 2009 and batch dated 23.6.2016, and in terms thereof, this writ appeal is also disposed of. Miscellaneous Petitions pending, if any, shall also stand disposed of. There shall be no order as to costs.
