ORDER:

Petitioner was promoted from the cadre of Attender to that of Typist, by order dated 16.09.2010, on temporary basis under emergency provisions. Petitioner was also required to acquire qualification of typewriting lower grade in Telugu within a period of probation on pain of postponement of increment without cumulative effect. While so, on 04.05.2018 petitioner was directed to submit certificate of pass in typewriting lower grade in Telugu, if at all petitioner passed, on or before 11.05.2018. Petitioner was informed that he would be reverted to his initial post - Office Subordinate, if no such certificate is produced. In this writ petition, petitioner is challenging the impugned Memo, dated 04.05.2018, alleging that without passing orders on his representation dated 28.11.2016, this memo was issued. 2.

Admittedly, petitioner was temporarily promoted as Typist and by the date of his promotion and even by now, petitioner does not possess requisite qualification as required for the post of Typist. However, even though sufficient time is granted to him, last 8 years, petitioner has not passed requisite qualification. Therefore, petitioner has no right to hold the post of Typist. Furthermore, as noted above, promotion granted to him in the year 2010 was only temporary and a person, who was appointed on temporary basis, can be reverted to his substantive post at any time. Thus, I do not see any error in the decision informing the petitioner that he would be reverted failing to

produce certificate of pass of typewriting lower grade in Telugu on or before 11.05.2018, warranting interference by this Court. Writ Petition is accordingly dismissed.

Pending miscellaneous petitions shall stand closed. There shall be no order as to costs.
