The learned counsel for the petitioner addressed letter dated 23.10.2017 to the Registry, seeking permission of the Court to withdraw the Writ Petition with a liberty to file the writ petition afresh questioning the speaking order dated 18.8.2017.

In view of the same, the Writ Petition is dismissed as withdrawn, with liberty as prayed for. As a sequel, the miscellaneous petitions, if any, stand closed. There shall be no order as to costs.
