THE HON'BLE SRI JUSTICE SANJAY KUMAR WRIT PETITION No.32210 of 2014 ORDER:

The grievance of the petitioner is with regard to the action of the police authorities in maintaining a rowdy sheet in his name. According to Sri Jagan Mohan Reddy, learned counsel representing Sri K.V. Seshagiri Rao, learned counsel for the petitioner, the continuation of the rowdy sheet has the effect of interfering with the liberty of the petitioner. Learned Assistant Government Pleader for Home furnished to the Court the written instructions dated 19.11.2015 given by the Assistant Superintendent of Police, Rampachodavaram Sub-Division, East Godavari District, wherein the details of the cases in which the petitioner was involved since the year 2009 were set out. No doubt, most of the cases seem to have either ended in acquittal or were closed. However, according to the learned Assistant Government Pleader, two cases are still pending.

She further states that a review meeting would be undertaken in the month of December to consider as to whether the rowdy sheet opened in the name of the petitioner should be continued further. In that view of the matter, this Court does not deem it necessary to adjudicate the matter on merits. It is for the authorities concerned to apply their mind and take an appropriate decision in the matter. Needless to state, they would take into account the law laid down by this Court in Kamma Bapuji v. Station House Officer, Brahmasamudram and Puttagunta Pasi v. Commissioner of Police, Vijayawada while considering the case of the petitioner and taking appropriate action in terms of the applicable Standing Orders. This exercise shall be completed expeditiously and in any event, before the end of January, 2016.

The writ petition is accordingly disposed of. Pending miscellaneous petitions, if any, shall stand closed in the light of this final order. No order as to costs.
