ORDER:

With the consent of the learned counsel for the petitioner, the learned Government Pleader for Municipal Administration and Urban Development for the 1st respondent and Sri A. Pandu Ranga Rao, learned Standing Counsel for respondents 2 and 3, this writ petition is disposed of at the admission stage.

2. The petitioner is a registered general power of attorney holder regarding the properties in R.S.No.296 and 297/2 with a total extent of Ac. 7.57 cents, situated at Veeresalingpuram, Rajahmundry Municipal Area, East Godavari District. He has applied for grant of approval for layout on 17.07.2013 with reference to the above extent of land and all the relevant documents required was submitted. The application was forwarded to the Director of Town and Country Planning, Ameerpet, Hyderabad (2nd respondent) on 03.01.2014. Earlier when the 2nd respondent was insisting for production of No Objection Certificate under the Andhra Pradesh Agricultural (Conversion for Non-Agricultural Purposes) Act, 2006, the petitioner filed W.P.No.26079 of 2013 and in pursuance of the orders issued by this Court, they are not insisting for such certificate. The grievance of the petitioner necessitating institution of this writ petition is that so

far the final approval is not given by the 2nd respondent though draft technical approval was given earlier. Aggrieved by the inordinate delay in granting final approval, the petitioner has also submitted a representation to the 2nd respondent on 19.03.2015, but so far no decision is taken and so far no orders are passed.

Having regard to the fact that a representation was submitted by the petitioner seeking approval of the final layout by the 2nd respondent and the same is pending consideration, the Writ Petition is disposed of, without expressing any opinion on merits, directing the Director of Town and Country Planning, Ameerpet, Hyderabad (2nd respondent) to take a decision with reference to the grant of final approval as requested by the petitioner in his representation received by the 2nd respondent on 19.03.2015 and pass appropriate orders as warranted by law and communicate the same to the petitioner, as expeditiously as possible, preferably within a period of four (4) weeks from the date of receipt of a copy of this order.
