Heard the learned counsel for the petitioner and the learned Government Pleader for Civil Supplies. The Writ Petition is being disposed of at the stage of admission with the consent of parties. The petitioner was appointed as a fair price shop dealer of shop No.22, Mochampet Village, Kadapa, Y.S.R District on permanent basis. While so, the first respondent introduced new system of distribution of essential commodities through E-POS machines and the said machines are supposed to be linked to Aadhar. It is the case of the petitioner that, in the absence of proper training, while introducing E-POS machines, some mistakes occurred which resulted in filing of Crime No.189 of 2015 under Sections 406 and 420 IPC read with 34 IPC and Section 66(c) of the Information Technology Act. By order dated 04.06.2015, in Crl.MP.Nos.

734 and 735 of 2015, the learned IV Additional Sessions Judge, Kadapa, granted anticipatory bail to the petitioner. The third respondent passed the impugned proceedings dated 18.05.2015 suspending the dealership of the petitioner pending enquiry. Challenging the same, the present Writ Petition is filed.

I have carefully perused the order passed by the third respondent dated 18.05.2015. The allegation that the dealer deliberately generated 25 ration cards by giving the finger prints of her relative, Sri Kopparapu Venkata Subba Rao, and drawing rations without the knowledge of the cardholders for pecuniary gains. Since this Court is not inclined to interfere with the order at this stage, this Court is not expressing any opinion on the merits of the case. However, the third respondent is directed to complete

the enquiry, as expeditiously as possible, and pass final orders, after giving due opportunity to the petitioner, within a period of thirty days from the date of receipt of a copy of this order. The Writ Petition is, accordingly, disposed of at the stage of admission.
