The present writ petition is filed by the petitioner aggrieved over the action of respondents Nos.2 and 3 in not registering a case. 2.
Heard and perused the material available on record. 3.
Admittedly, a complaint was given by the petitioner to the Superintendent of Police-2nd respondent herein. The 2nd respondent is not competent to register a case. Necessarily, the 2nd respondent has to forward the said complaint to the Police Station concerned. The petitioner is able to substantiate only with regard to the complaint lodged by him before the 2nd respondent.

Considering the facts and circumstances of the case and the grievance of the petitioner, without expressing any opinion on merits, the petitioner is directed to lodge a complaint before the Station House Officer concerned along with a copy of the earlier complaint submitted before the 2nd respondent herein. On such complaint being filed, the 3rd respondent is directed to proceed in accordance with law, if it discloses any cognizable offence.
