Petitioner is working as Village Revenue Assistant and aspiring for promotion as Village Revenue Officer. The grievance of the petitioner is that vacancies meant to be filled up for women in the cadre of Village Revenue Officer are not filled up and these vacancies are filled up by men. Petitioner claims to have submitted a representation alleging that women were not considered and only men were considered for promotion and the same is not valid in law and requested for consideration of her case for promotion. Alleging inaction on the said representation, this Writ Petition is filed. 3.

Prima facie, it cannot be said that there is inaction in consideration of the representation filed by the petitioner, as the said representation was made only on 14.06.2018.

Learned Government Pleader for Revenue, on instructions furnished by the District Collector, Mahabubnagar, submits that there is no provision of reservation for women in promotions and reservation for women is applicable only in direct recruitment. As the petitioner is claiming reservation in promotions for women, the same is not valid in law.

It is clear from Rule 22 read with 22-A of the Telangana State and Sub-ordinate Service Rules, 1996 that reservation is provided for women only in direct recruitment and no reservation is provided in promotions. Therefore, the claim of the petitioner to apply the

principle of reservation in promotions for women is not valid in law. The Writ Petition merits no consideration.

The Writ Petition is accordingly dismissed. There shall be no order as to costs. Miscellaneous Petitions, if any, pending in this Writ Petition shall stand closed.
