Counter-affidavit of respondents is filed. In view of the Memo, dated 29.04.2010, the counsel for petitioner does not press the writ prayer and requests the Court to give liberty to the petitioner to challenge the Memo No.CMD/CGM(HRD)/AS-DC/F.No.651-E/0313, dated 29.04.2010, in an appropriate proceedings. Accordingly, the writ petition is dismissed as not pressed by granting the liberty as prayed for.

Miscellaneous petitions, if any, pending, shall stand closed. No order as to costs.
