Heard learned counsel for the petitioners and learned Government Pleader for Services - I appearing for the respondents. 2.
Petitioners are working as Vocational Training Instructors in various disciplines in Karimnagar District. Their services were regularized in the year 2009 by adjusting the existing vacant craft teacher post. Petitioners complain that they should not be subjected to transfer counselling as no Rules govern them and in the absence of service Rules, they cannot be transferred from the places, where they are working, whereas in the notification issued calling upon for options, the places occupied by the petitioners are also reflected as vacant posts and subjected to transfers on the ground that the petitioners have completed eight years of service in the present place of posting.

According to learned counsel for the petitioners, there are no earmarked vacancies available for the petitioners as they have also individual specialization in particular branch. Ventilating their grievance, according to learned counsel for the petitioners, representations were submitted to the Principal Secretary as well as to the Commissioner and Director of School Education, but so far the said representations are not acted upon.

Learned Government Pleader for Services-I, on instructions, submits that there is no proof of submission of representations by the petitioners. He further submits that there is a post of craft teacher existing in the school service and petitioners services were
regularized by adjusting the existing vacancy of craft teacher post and since they are in the Government service equivalent to the Secondary Grade Teacher, they are liable for transfer. 5.
Admittedly, the petitioners are now working on permanent basis in the service of Zilla Parishad service/Government service and in the cadre equivalent to Secondary Grade Teacher. Any employee belonging to the Government service/Zilla Parishad service is liable for transfer and cannot say that he/she cannot be shifted to out of the working place. The transfer counselling schedule is announced and as revised, 26th June, 2018 is the last date for exercising option of places in the web counselling. Therefore, the Court is not inclined to stay the counselling process, at this stage. However, if the representations of the petitioners are already received and pending consideration, it is open to the competent authority to examine the claim of the petitioners and take appropriate decision preferably before counselling process is finalized.

The Writ Petition is accordingly disposed of. There shall be no order as to costs.
Miscellaneous petitions, if any, filed in this Writ Petition shall stand closed.
