In four independent departmental proceedings, separate punishments were imposed on 31.07.2015. It is the case of petitioner that aggrieved by the said punishments, petitioner preferred appeals before the Conservator of Forests (2nd respondent). Alleging inaction on the appeals preferred, this writ petition is filed.

As seen from the copies of appeals filed, there is no proof of submission of appeals. If petitioner claimed to have filed those appeals and received by the respondents and are kept pending, the action of the appellate authority in keeping those appeals pending for almost three years is not appreciated. However, there is no proof filed showing that appeals were already submitted and have been acknowledged by the appellate authority. Therefore, if those appeals were already received, 2nd respondent is directed to examine the appeals filed by the petitioner and to pass appropriate orders within two weeks from the date of receipt of copy of this order.
