HON'BLE SRI JUSTICE SANJAY KUMAR AND HON'BLE Dr. JUSTICE B.SIVA SANKARA RAO WRIT APPEAL NOs.301 and 717 of 2015 COMMON JUDGMENT: (per Hon'ble Sri Justice Sanjay Kumar) The Andhra University, Visakhapatnam, filed these appeals aggrieved by the common order dated 23.06.2014 passed by the learned Judge, insofar as it pertains to Writ Petition Nos. 25907 of 2010 and 21883 of 2010. However, perusal of the order under appeal demonstrates that what was under challenge before the leaned Judge in the two Writ Petitions was the order issued by the Government under Memo dated 06.07.2010. The Andhra University was only required to implement the directions contained in the aforestated Memo. By the common order under appeal, the learned Judge set aside the impugned Memo dated 06.07.2010 with a consequential declaration.

As Andhra University was only an implementing agency and the Government, being the actual affected party, did not even choose to file an appeal, we are at a loss to understand as to how the Andhra University can independently maintain any grievance against the common order dated 23.06.2014. The Andhra University has no locus to maintain these appeals as the Government seems to have accepted the verdict. On this short ground, these two Writ Appeals are dismissed. Consequently, pending miscellaneous petitions in these two appeals, if any, shall also stand dismissed. No costs.
