CVNR,J & GSP, J Order: (Per the Hon'ble Sri Justice C.V.Nagarjuna Reddy) This contempt case is filed alleging willful disobedience of order dated 02.06.2016 in W.P.No.15843 of 2016. 2.

In purported compliance of the aforementioned order, the respondent has issued proceedings vide Lr.No.24/1/2014/10196, dated 09.08.2018, holding that as vacancies are not available, the petitioner is not entitled for promotion. As there was inordinate delay in passing the aforementioned order, the respondent has been directed to offer his explanation for such delay. The respondent has filed counter affidavit, wherein he has stated that due to reorganization of the State and shortage of staff on account of division between the two states, the delay of two years occurred in passing the order. The respondent has tendered an apology for the delay. Though we are not fully convinced with the explanation offered by the respondent, taking a lenient view, we accept the apology. 3.
