In view of the prayer seeking relief against respondent No. 7 who belongs to the State of Madhya Pradesh, no relief can be granted against him, and as no relief can be sought against the State of Telangana i.e., respondent Nos. 3 to 5, the Writ Petition is dismissed as not maintainable giving liberty to the petitioners to seek appropriate remedy available under law.

Pending miscellaneous petitions, if any, shall also stand dismissed. No order as to costs.
