2. Permission is accorded. Accordingly, this writ petition is dismissed as withdrawn. Interim order granted by this Court on 17.12.1999 is vacated. However, this order will not preclude the petitioner to pursue any other remedies available under law.

3. As a sequel, miscellaneous petitions pending, if any, shall stand closed. No order as to costs.
