THE HON'BLE SRI JUSTICE V. RAMASUBRAMANIAN AND THE HON'BLE SRI JUSTICE A. SHANKAR NARAYANA WRIT PETITION No. 25240 of 2007 ORDER: (Per VRS,J) The petitioner has come up with the above writ petition by way of a public interest litigation, seeking a Mandamus to declare the action of the respondents in inviting tenders for the grant of licences to maintain 13 Kalyanamandapams constructed by the Tirumala Tirupati Devasthanam.

2. Heard Mr. T. Lakshmi Narayana, learned counsel for the petitioner, learned Government Pleader for Endowment appearing for the 1st respondent, and Smt. K. Lalitha, standing counsel for Tirumala Tirupati Devasthanam, appearing for the respondents 2 to 5.

3. By a tender notification dated 29.09.2007, the Tirumala Tirupati Devasthanam invited sealed tenders from persons interested and having the capacity to manage Kalyanamandapams owned by it in Chittoor District for a period of two years. The notification covered the Kalyanamandapams constructed by the Devasthanam in 13 Villages of Chittoor District.

It appears that the petitioner, who wanted to participate in the process in respect of only two Villages, namely, Madanapalli and Kalikiri, came up with the above writ petition after finding that the respondents resorted to the process of inviting tenders. But nevertheless, he challenged the entire process in relation to all the 13 Kalyanamandapams, though his interest was confined to only two Villages.

5. Admittedly, at the time of entertaining the writ petition, a limited interim order was granted, but the same was later vacated. Now, a period of more than eight years has passed. The licences under the impugned tender notification were already granted for a period of two years. The said period also expired and the Devasthanam had taken subsequent steps, either for renewal or for issuance of fresh notification. In such circumstances, nothing survives for adjudication in this writ petition. Hence, it is dismissed.

Consequently, miscellaneous petitions if any pending in the writ petition shall stand dismissed. There shall be no order as to costs.
