THE HON'BLE SRI JUSTI CE SANJAY KUMAR AND THE HON'BLE SRI JUSTI CE M.GANGA RAO WRI T APPEAL No.412 OF 2015 JUDGMENT: (per Hon'ble Sri Justice Sanjay Kumar) The petitioners in W.P.No.1715 of 2015 filed this appeal aggrieved by the dismissal of their writ petition by the learned single Judge vide order dated 02.02.2015. It appears that the petitioners along with others secured relief in W.P.No.16427 of 1998 which was disposed of on 17.06.1998 directing the authorities to give preference to them, along with others who had undergone apprenticeship, in the matter of appointment to the posts of Linemen/Electricians or any other suitable post when they were filled up by way of direct recruitment. The petitioners seem to have submitted representations only in November, 2014, and January, 2015, in relation to the aforestated order.

Taking note of this aspect, the learned Judge opined that the petitioners could not seek implementation or extension of benefit under the order passed in the year 1998 after sixteen years. The learned Judge accordingly dismissed the writ petition on the ground of delay and laches. We find no grounds to interfere with the aforestated reasoning of the learned Judge. It is an admitted fact that the petitioners, having secured relief as long back as in 1998, did not move in the matter till November, 2014. Having slept over the matter for all these years, it is not open to them to now seek the benefit of the said order. The writ appeal is devoid of merit and is accordingly dismissed. Pending miscellaneous petitions, if any, shall also stand dismissed. No order as to costs.
