Learned counsel for petitioner requests the Court to permit the petitioner to withdraw this writ petition with liberty to file representation before the 3rd respondent.

Permission is accorded.

The Writ Petition is accordingly dismissed as withdrawn by granting liberty to the petitioner to submit representation before the 3rd respondent within one week from today. It is needless to say that the 3rd respondent shall consider the same and pass appropriate orders within four weeks thereafter. No order as to costs.
