All these Writ Petitions are being disposed of by this common order as they relate to the appointment of petitioners as Anganwadi Workers.

2. The common case of the petitioners is that the third respondent invited applications for recruitment of Anganwadi Workers in Vizianagaram District. The petitioners submitted their applications and attended the interview on 21.08.2012. When they were not appointed, they filed the present Writ Petitions alleging that the appointment of successful candidates was at the instance of local Members of Legislative Assembly and without merit.

Counter affidavits are filed by the second respondent stating that a committee was constituted for selection/recruitment of Anganwadi Workers and Helpers under G.O.Ms.No.28, Women Development, Child Welfare and Disabled Welfare (ICDS) Department, dated 02.12.2004, and certain parameters were stipulated in G.O.Ms.No.15, dated 04.04.2012. The applications of the candidates were scrutinised by the selection committee as per the parameters stipulated in the said Government Orders and the successful candidates were appointed based on their performance in the interview and the qualifications secured by them.

The facts in the affidavits filed in support of the Writ Petitions and the averments made in the counter affidavits do not dispute the invitation of the applications for the post of Anganwadi Workers and the appointment of unofficial respondents. The only point is with regard to relative merit of the candidates. The counter affidavits clearly state that the unofficial respondents secured more marks and their

appointment was made strictly in accordance with the parameters laid down in G.O.Ms.No.15, dated 04.04.2012. In view of the same and in the absence of any material disputing such averments in the counter affidavits, all these Writ Petitions are liable to be dismissed.

5. Accordingly, all the Writ Petitions are dismissed. However, in the circumstances, no costs.

6. As a sequel thereto, the miscellaneous applications, if any, pending in these Writ Petitions shall stand closed. ________________________ A.
