O R D E R
The grievance of the petitioner is that the revenue authorities are not issuing him an e-patta pass book upon making online webland entries in relation to his land admeasuring Ac.5.20 guntas in Survey No.416/A of Mothkur Village, Vikarabad District. A consequential direction is sought to the Tahsildar, Doma Mandal, Vikarabad District, to do the needful. Perusal of the record reflects that the petitioner has already been issued a pattadar pass book and a title deed in relation to the subject land under the provisions of the Telangana Rights in Land and Pattadar Pass Books Act, 1971. He seems to have made applications dated 21.03.2018 and 18.06.2018 to the District Collector, Vikarabad District, and not to the Tahsildar, Doma Mandal, Vikarabad District.
Having made applications to the higher authority without first approaching the competent authority, it is not open to the petitioner to complain of inaction on the part of the competent authority. In that view of the matter, the writ petition is disposed of permitting the petitioner to make an application afresh for issuance of an e-patta pass book upon making necessary online webland entries in relation to the subject land to the Tahsildar, Doma Mandal, Vikarabad District. In the event such an application is made, the Tahsildar, Doma Mandal, Vikarabad District, shall consider the same on its own merits and take appropriate action thereon expeditiously and in any event, not later than four weeks from the date of receipt of the said application. Pending miscellaneous petitions shall stand closed in the light of this final order.
No order as to costs.
