No representation for petitioner.

The petitioner claims to be a social worker and through complaint dated 16.01.2013 tried to register a crime against 2nd respondent for the alleged dishonour of National Flag. Whether the 1st respondent registered a crime or not can be considered and examined if the inaction is continued even as on date. But the other circumstances which is required to be noted by 2nd respondent - Municipal Council is that, being a local body, it should act with more duty and realize its responsibility in hoisting the National Flag. The 1st respondent is directed to look into the complaint dated 16.01.2013 and act in accordance with the Prevention of Insults to National Honour Act, 1971. The 2nd respondent is directed to verify the present stage of flag hoisting and if the dishonour complained by petitioner continues, to take steps immediately and unfurls the National Flag properly.

The writ petition is, accordingly, disposed of. There shall be no order as to costs.
