Heard learned counsel for the petitioners and the learned Standing Counsel appearing for the respondents. 2.
No counter-affidavit is filed by the respondents even after eight years. The petitioners were employees of erstwhile Rural Electric Cooperative Society Limited (RESCO). They were extended the benefit of pay fixation as approved by the District Collector and Chairman w.e.f. 01.11.1987 by proceedings, dated 28.05.1988. However, based on the recommendations of the A.P. Electricity Regulatory Commission, dated 20.12.2002, orders were issued for winding up of Atmakur Rural Electric Supply Cooperative Society Limited, Rayachoti Rural Electric Supply Cooperative Society Limited and two other Societies. In the meanwhile, the A.P. Electricity Board was divided into A.P. GENCO and A.P. TRANSCO. The Government issued G.O.Ms.No.125, Energy PR.II, Department, dated 15.10.2004, for absorption of 542 employees of four RESCO employees in A.P.
Central Power Distribution Company Limited (APCPDCL). Subsequently, the first respondent issued proceedings in T.O.O (Per.Addl.Secy) Ms.No.181, dated 09.11.2004, for absorption of RESCO employees in APCPDCL and APSPDCL for creating 542 cadre wise supernumerary posts. Accordingly, pursuant to the orders in G.O.Ms.No.125, dated 15.10.2004, all the employees of RESCO were posted and assumed charge on 01.12.2004.

When the issue relating to certain other service benefits were pending, the Chairman and Managing Director, APSPDCL, Tirupati, Chittoor District, addressed a letter, dated 15.03.2011, to the Principal Secretary, Energy Department, A.P. Secretariat seeking instructions to get further action regarding promotions, application of G.P.F. Pension Scheme and Compassionate appointments to the petitioners on par with APSPDCL employees. Now the matter is pending before the 3rd respondent. 4.
In view of the same, the Writ Petition is disposed of directing the 3rd respondent to pass appropriate orders, considering the letter of the 2nd respondent, dated 15.03.2011, within a period of three (03) months from the date of receipt of a copy of this order.
