Learned counsel for the petitioners submit that the lis in this Writ Petition is squarely covered by the orders of this Court in WP No.24590 of 2015 dated 13.11.2015 and following the same, WP No.39019 of 2015, dated 31.12.2015 and WP No.33205 of 2016 were disposed of.

Heard learned Standing Counsel for the 2nd respondent. A perusal of pleadings in the affidavit and orders in writ petition referred to supra goes to show that the lis in this Writ Petition is squarely covered by the aforesaid orders. In view of the same and for the reasons alike in the order dated 13.11.2015 in WP No.24590 of 2015, this Writ Petition is allowed and the action of the 3rd respondent in not releasing the mortgage deeds/bonds of petitioners' properties even after the loans of petitioners have been waived of by the 1st respondent, is declared as arbitrary and illegal and 3rd respondent is directed to release forthwith the mortgage deeds/bonds to the petitioners by issuing clearance certificates to the 4th respondent. There shall be no order as to costs. Consequently, miscellaneous petitions, if any, pending in this Writ Petition shall stand closed.
